For service provider organizations (SPOs) and other non-profit organizations
We understand the critical value SPOs and other non-profit organizations, such as settlement agencies, offer to newcomers who cannot pay a representative for immigration services. We are committed to collaborating with you to ensure that everyone has access to quality immigration services.

NOTE: Because paid SPO employees receive a salary (consideration) to provide immigration advice, they must be authorized to do so under s. 91 of the Immigration and Refugee Protection Act (S.C. 2001, c. 27).
For the protection of the public, “consideration” means more than just money paid by a client to a representative. Many newcomers to Canada fall victim to unauthorized practitioners that are paid indirectly through:
- Salaries
- Referral fees
- Kickbacks from employers
- Other forms of compensation, such as labour
For Canadian Members of Parliament and government representatives
We recognize that many elected officials and their constituency offices help people with immigration matters.
