How will this role support our team?

The Supervisor, Investigations, leads a team of investigators who play a key role in advancing the College’s mandate of regulating the immigration consulting profession to protect the public and serve the public interest. The role also performs investigations of complex complaints.


Responsibilities Include (but are not limited to)

  • Supervise and provide support/expertise to College Investigators looking into allegations of professional misconduct, incompetence or unauthorized practice.
  • Assign cases, provide direction and guidance, monitor workflow, and review work product to ensure accountability, and the timely completion of high-quality investigations that advance the College’s public interest mandate.
  • Analyze allegations and evidence to assess risk, apply applicable regulatory requirements, identify potential issues and appropriate resolutions including referrals to discipline, injunctions, or alternative resolutions.
  • Advise on the identification of allegations, issues and priorities, review investigation plans, and set target timelines and expectations.
  • Proofread, edit and provide direction about correspondence, investigation reports, and other documents.
  • Engage in ongoing review and updates of investigative process to ensure they are up to date and provide the most efficient and timely resolution of investigations. Ensure compliance with applicable policies and procedures.
  • Apply experience to the development of innovative approaches to the efficient, fair, practical and timely resolution of cases with a focus on the public interest.
  • Investigate serious and/or complex complaints/allegations of professional misconduct and prepare final investigative reports for submission.
  • Conduct interviews with complainants, witnesses, and licensees to assist counsel, the Complaint Committee and Discipline Committee in determining the facts of the case.
  • Liaise with licensees and their counsel to obtain client files, documents and communications that are relevant to an investigation.
  • Testify as necessary in legal and administrative proceedings.
  • Provide support for the hearings process by preparing and reviewing documentation for hearings and testifying at disciplinary hearings, as necessary.

This role will support our team by providing:

  • Critical thinking and analytical skills to analyze and draw conclusions about evidence and the application of regulatory rules and requirements
  • Time management and organizational skills to manage and prioritize competing priorities deadlines and staff work plans, and to ensure timely communication
  • Organizational skills to ensure timely communication with investigators and managers
  • Flexibility to work in a fast-paced changing environment as a collaborative team player who demonstrates initiative and ensures personal and team accountability
  • Interpersonal and stakeholder relationship management skills, including conflict resolution to interact professionally and respectfully with stakeholders (public, lawyers, tribunal members, enforcement agencies, licensees, witnesses etc.)
  • Written and verbal communication skills to prepare case materials, testify at disciplinary hearings and to communicate with parties diplomatically and respectfully
  • Attention to detail ensure accuracy and completeness of review and documents
  • Tact and discretion to work on confidential and sensitive matters

Required Education and Experience

  • College Diploma in a related field such as business, risk, immigration, investigations, or law enforcement, plus additional training or certification in a related discipline (e.g., fraud, investigation)
  • 5-7 years of experience, including working in a supervisory capacity in a regulatory or enforcement agency
  • Knowledge of investigative processes, evidentiary rules and assessment, interview techniques, cyber investigations, and methodologies
  • Knowledge of legal and administrative law principles such as procedural fairness, confidentiality, privacy, human rights, and evidence law. Ability to acquire knowledge of the College Act, regulations, By-laws, and Code of Professional Conduct
