This year’s report highlights the progress the College has made on 4 strategic plan objectives: elevating professional standards and compliance, combating UAPs, enhancing stakeholder communications and strengthening the College’s sustainability through organizational capacity building.

Resolving Complaints More Effectively: The College has implemented key changes to its complaint handling processes over the past year that are helping to clear historic cases and reduce wait times on new cases. Nearly 85% of historic cases have been resolved, reducing the number to 247 from 1,600 in 2021. New efficiencies in the complaints handling process include prioritizing high-risk matters and triaging the level of response needed to protect the public when new cases are filed. This year the College made it easier for members of the public to access information on the Public Register about disciplinary proceedings, past decisions and whether a consultant is legally entitled to practise.
Combating UAPs Through Enforcement: The College shut down 5,390 Unauthorized Practitioner (UAP) websites and social media pages in the past year as part of its efforts to combat immigration fraud. College investigators proactively monitor suspected UAP websites and social media accounts. Enforcement actions include reporting UAP accounts as fraudulent to social media companies, such as Facebook and X, taking action against trademark infringement and targeting websites for violating the College By-laws. The College also targets UAPs physically located in Canada, where court injunctions can be sought to stop their operations.
Fraud Prevention Month Campaign: Themed Immigration fraud can be hard to spot, this year’s campaign raised awareness of the Public Register as a tool to help safeguard the public from immigration fraud. The campaign ran in 6 languages – English, French, Hindi, Punjabi, Arabic and Simplified Chinese – across the College’s social media channels domestically and in 16 of Canada’s top source countries for immigration. In total, the campaign earned more than 210 million impressions across all channels, including transit ads in Toronto, Ottawa, Montreal and Vancouver, and 1.5 million clicks on social media in just a 2-month period. It also drove 507,160 users to the Public Register.
Strengthening Practice Excellence Through Education: Over the past year, licensee satisfaction rates on College-delivered programs ranked higher than 90% across all programs. The College also increased capacity to meet demand by accommodating more licensees in the New-Licensee Mentoring Program and adding more groups to the Specialization Program (SP). Since its launch, more than 1,700 licensees have completed the SP, including more than 350 in the past year. More than 947 licensees have completed the New-Licensee Mentoring Program since its launch, including 579 in the past year.
Preparing for the College Act Regulations: The College has worked to prepare for the new Regulations and By-laws by conducting surveys and webinars for licensees in English and French and by submitting a detailed formal comment letter to the Government. College staff look forward to continuing work with government partners to support the implementation.
