Ms. Houle is a professor and past dean at the Faculty of Law of the Université de Montréal. She has served as legal counsel with the Immigration and Refugee Board of Canada and has experience in private practice. Her areas of expertise include professional, immigration and administrative law.
Ms. Houle has published extensively in four research areas: immigration and foreign-trained professionals, reform of regulatory systems, independence of administrative tribunals and evidentiary matters in administrative decision-making processes. She is the founder of the International Journal of Migration and Border Studies, serving as an editorial board member since 2012.
Ms. Houle was appointed to the transitional Board of the College by the Minister in March 2026.
