The College is the authority mandated by the Government of Canada to regulate the practice of Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs). Its role, authority and powers are established in the College of Immigration and Citizenship Consultants Act (Canada). The College sets and enforces the licensing, education and ethical standards of the profession in the public interest.

How will this role support our team?

The HR Advisor (Bilingual) supports the Manager, Human Resources and the HR team in delivering strategic, operational and functional programs and services aligned with the College’s Strategic Plan.


Responsibilities Include (but are not limited to)

  • Provide guidance and support to business partners on policies and procedures, full cycle recruitment, employee relations, employee engagement, talent development, compensation, benefits, health and safety and legislative compliance.
  • Identify and address issues/trends that affect the College including morale, turnover, absenteeism, efficiency, and productivity.
  • Co-create and/or present training materials on a range of employment-related topics.
  • Participate as a member of the Workplace Health and Safety Committee to assist the College in meeting compliance obligations.
  • Prepare correspondence and other materials, update the Human Resources Information System (HRIS) and provide reports to clients.

This role will support our team by providing:

  • Customer focus and service orientation with an ability to build and maintain relationships at all levels of the College
  • Analytical, critical thinking and problem-solving skills to respond to business partners’ needs
  • Judgement and logic to provide interpretation of, and education on compliance requirements
  • Time management and organizational skills to manage competing priorities and deadlines
  • Interpersonal and stakeholder relationship management skills to engage with others respectfully and build credibility
  • Written and verbal communication skills to prepare documentation, provide advice on difficult conversations, conduct interviews and represent the College effectively
  • Computer literacy, including word processing software and spreadsheet functions
  • Experience with BambooHR is an asset

Required Education and Experience

  • 3-5 years of progressive experience providing a range of HR services and programs
  • CHRP/CHRL (or provincial equivalent) designation
  • Knowledge of HR best practices, trends and applicable employment legislation (e.g., Canadian Human Rights Act, Canada Labour Code, Accessible Canada Act, Pay Equity Act, Employment Equity Act and common law)
  • Bilingual in English and French
