• Liping Wei, of Hawking Immigration Corp., in Burnaby, British Columbia, had their licence revoked following findings of professional misconduct by the Discipline Committee. The committee determined that the RCIC engaged in job selling, failed to properly maintain the client file and used improper service agreement, accounting and financial practices. The committee found the RCIC to be persistently dishonest in their dealings with the client by providing incompetent, misleading and inaccurate advice. The RCIC recommended an immigration program the client was not eligible for. Knowing the client was not eligible, the RCIC continued to represent the client and collect significant fees. After the complaint was filed with the College, the RCIC continued to communicate with the client without the College’s approval and failed to cooperate fully with the College’s investigation. The RCIC was revoked and ordered to pay a fine of $40,000 and costs to the College in the amount of $19,282.50.
• Loujin Khalil, of L.M.R.T. for Immigration Services Inc., in Montréal, Quebec, filed a motion seeking to change the hearing format from a written adjudication to an oral adjudication for the College’s motion, seeking an interim suspension or to impose conditions on the RCIC’s licence. The RCIC’s motion was dismissed, as they did not establish that written adjudication would cause significant unfairness. The committee determined the motion for an interim order will proceed by way of written adjudication. The RCIC is ordered to pay costs to the College in the amount of $2,500.
